The boy, who lives in Penang, Malaysia, is named Zhou Deli. Let us know that Jhou recently enrolled in ATC College for Higher Education and his PTPTN (National Higher Education Fund) loan was going to be available in August 2025. But due to being blacklist in the bank, the boy’s future is stuck in the balance.
Please tell that the money of National Higher Education Fund comes directly to the bank account of the students. For this, he had to open a bank account and his troubles started from here. Jhou first tried to open an account at the National Bank branch in Penang, but his application was turned down. Then he tried in Mebank in Queense Mall. But there too he was not allowed to open an account. Later he came to know that he is in the “tipping offensive” blacklist in Malaysia’s banking system, which has been going on since 2016. Jhou said in a conversation with the media, “I was surprised to know that when I was blacklisted, I was just 9 years old. I had no bank account.” To find out the reason for being a blacklist, he went to the National Bank branch of Penang on March 11 and inquired. His record was checked in the Central Credit Information System (CCRIS), which was completely clean. After this, on March 13, Jhou filed a complaint at Bayan Baru Police Station and again went to Bank Negara (Central Bank of Malaysia) again on 17 March. There the Security Guards advised him to check the Credit Information Service (CTOS) report. Jhou also checked the report, but there was no wrong record.
What is tipping offensive?
“Tipping offensive” blacklist means serious financial crime, such as money laundering, funding to terrorism or reporting suspicious transactions. Huang Yeen, head of the Penang Public Complaints Bureau of the Malaysian Chinese Association, questioned the media, “How can a 9 -year -old child be involved in such crimes?” He showed Jhou’s CCRIS record, with no poor financial transactions. Jhou’s father Zhou Shulin said, “My wife is a housewife. We both eat their banks and we have never committed any crime. If we had done something wrong, would we come forward and ask for help?” Now due to lack of account for PTPTN loan, his future is hanging in the balance. Let us know that CCRIS and CTOS systems in Malaysia are the main means of checking credit history for financial institutions and blackisting like “tipping offensive” is usually when there is a major financial offense. But the case of Zhou is different from these. There is no record against him in CCRIS nor CTOS, yet he is in blacklist. But how? Nobody knows this.
